Abstract

Although they were primarily developed for companies, Corporate Governance (CG) principles and practices can also bring benefits to non-business organizations in order to contribute to their success and longevity (IBGC, 2018). This is the case, in this study, of governance as an instrument for achieving effectiveness in public management. These are government governance (GG) in general and Public Governance (PG) in particular. In this context, the objective of this study is to analyze the use of PG as an instrument for the effectiveness of public management, particularly applied to public intercity health consortia in São Paulo. This is a qualitative study, whose data collection took place by accessing the websites of the respective consortia. The selection of analysis variables is based on previous studies, particularly those established by the Basic Governance Framework developed by the Federal Court of Auditors (TCU, 2014). The results indicate that the content of the CIS-SP sites shows considerable distance between what is presented on them and the theoretical developments in the literature. Among the sample of 23 CIS surveyed, only two of them stand out for their good performance: CIENSP and CIGABC.
